In medium size pot over medium heat, sautee the onion and garlic in the olive oil until fragrant, about three minutes.
Add in red bell pepper and sautee another three minutes.
Add in the tomato and salt and sautee until tomato is well broken down.
Once the above mixture is broken down well, add in the water and quinoa and bring to a simmer.
After quinoa has simmered for 10 minutes, add in the seafood and simmer for another 5-10 minutes until all of the water is absorbed.
Serve over a bed of swiss chard or spinach and garnish with parsley and a squeeze of lemon, if desired.
